Chief Scientist: COIC Technical SETA. Lead the Net-Centric Innovation Division in the adoption of secondary exploitation tools and techniques to support JIEDDO�s goal of attacking the network. Design, develop, implement, and evaluate the architecture for incorporating image and non-traditional data exploitation methodologies. Identify risks, gaps, and overlaps in the available technologies that comprise analyst workflows to exploit non-traditional datasets. Insure intellectual property rights for the government, academic, and commercial entities are maintained in the integrated system. Develop performance metrics for human domain awareness for the entity, activity/ transaction, association, and context knowledge domains. Ensure the system is sufficiently flexible for sequence neutral processing, data-finding-data, and collaboration across the enterprise.
INTEGRITY APPLICATIONS, INC. March 2010 to July 2013
Principal Scientist: IARPA Technical SETA. Supported the Incisive Analysis Office for the research and development of still and motion image technologies. Performed program execution tasks to ensure that developers meet benchmarks and schedule. Assisted ONR on the Data-to-Decisions (D2D) Program and D2D Priority Steering Committee (PSC), which were ASD efforts, to attack the Big Data Problem by creating a single architecture from data acquisition through decision making. For the D2D program, evaluated the CONOPS and test plans; reviewed developer performance, strategies, and spending; identified gaps and overlaps in processing design; and perform management tasks, technical, review financials for risk mitigation; and produce and present program status to ONR and ASD management. For the D2D PSC, reviewed investment portfolio with the DoD and IC and identify gaps in funding with respect to the Big Data Technology Road Maps; designed open source challenge problems where the public can compete to provide algorithms that address technology gaps. Acted as DARPA-NGA LNO for activity based intelligence (ABI) to transition DARPA technologies to NGA. Developed the coalition-of-the-willing to coordinate funding activities across the IC, DoD, and operational units. Specifically, enabled WAMI and HSI data collections over a Virginia, Nevada, and California test sites by pooling funding across multiple organizations.
SAIC/RECONNAISSANCE AND SURVEILLANCE OPERATION January 2000 to March 2010
Senior Image and Pattern Recognition Scientist. For ARL-PSTB, quantified the utility of Wide Area Persistent Surveillance (WAPS) Imagery using operational data and theater analysts; designed experiments for Thunderstorm and Empire Challenge and coordinate activities among the commercial and government organizations. For DARPA-POSSE, performed and managed the test and evaluation of FTIR, WAPS, GMTI, and color airborne images. For AFRL-PISR/ Angel Fire, managed the integration of the LANL Angel Fire sensor into a King Air 90 and transitioned five platforms to theatre operations in nine months. For Army FCS, managed the technical development of 14 acquisitions ($250M budget portfolio) for the Air Sensing Segment as part of the Lead System Integrator, Supplier Management Team. For NGA MITSS, directed laboratory staff and assigned tasks; developed error budgets in the sensor-to-shooter exploitation chain; and identified new motion imagery research areas. For new program development, interfaced with customers; wrote over 40 proposals; reviewed proposals, and built new program teams.
UNIVERSITY OF OTAGO/DEPARTMENT OF SURVEYING July 1994 to December 1999
Senior Lecturer (Associate Professor equivalent in US academia). Taught, researched, consulted, and administered advanced spatial data visualization and image pattern recognition programs and techniques. Developed novel procedures to improve photogrammetric aerial surveying and change detection for a commercial client. Identified procedures to monitor landuse for local regional councils and the New Zealand Department of Environmental Conservation. Generated image analysis software using novel feature extraction techniques in the spatial, spatial frequency, and wavelet domains to register and exploit aerial and satellite imagery. Improved pattern recognition and classification performance by integrating statistical, neural, fuzzy, and hybrid techniques. Obtained funding for students to perform environmental monitoring for coastal aquatic vegetation and the Taieri and Clutha River riparian zones. Collected data formed the basis of multiple academic dissertations. Mentored students to obtain post-graduate degrees. Coordinated environmental monitoring activities across multiple departments.
