Assigned to: Information Technology


Incumbents are responsible for managing complex information technology projects including research, development, implementation and maintenance. Responsibilities may include researching and testing database applications; developing system reports; training system users; performing system backups and exploring new technologies. Receives general supervision from higher level supervisory and management staff.



Typical Class Essential Duties:
1. Manages complex, City-wide and/or interdepartmental information technology projects including research, development, conversion, installation, upgrade, and maintenance.

2. Provides coordination, guidance, and oversight of all phases of a project including initiation, planning, implementation, monitoring and close-out.

3. Plans, organizes, and defines project requirements, methods and end objectives in consultation with end users; performs risk assessments; develops concept documents, impact analyses, stakeholder analyses, and draft process documentation; coordinates project activities with City employees, user representatives, and outside vendors.

4. Interviews, analyzes, and documents end user work processes and information technology requirements; conducts system walk-throughs and technical reviews; develops or refines specifications including evaluating and testing vendor packages for conformance with user requirements and priorities.

5. Conducts research and analysis of emerging technologies that will increase the City's efficiency and effectiveness; identifies ways to add new functionality to existing systems.

6. Develops requests for proposals for modified or replacement systems; evaluates proposals and makes recommendations; ensures contract compliance with City standards and specifications; reviews design documents to ensure technical integrity; reviews and updates deliverables; troubleshoots complex issues and identifies modifications needed in existing applications to meet changing user requirements.

7. Plans, schedules, and conducts training classes and demonstrations; determines training objectives and requirements; prepares training materials, reference guides, and user manuals.

8. Stays abreast of new trends and innovations in technology related to City operations; researches, recommends, and evaluates vendor solutions and technologies; implements improvements; works with staff to maintain, revise, or improve operations and systems.

9. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

10. Follows all City safety procedures. Reports all accidents/incidents immediately to supervisor.

11. Performs other duties of a similar nature or level.

Skills & Qualifications :
 
Training and Experience (positions in this class typically require):•Minimum of three years' experience in project management.
•Associate's Degree in Computer Science, Information Technology, or a closely related field.
•Bachelor's degree preferred.

Licensing and Certification Requirements (positions in this class typically require):
Licensing Requirements:•Possession of, or ability to obtain, a valid Wyoming Driver's License.
•Ability to obtain PMI Certified Project Management Associate designation within one year of hire.
