Job Description :

The Programmer Analyst provides specialized database development services, solutions and applications to enable the Client-Partners to better monitor, measure, manage and report on their programs and projects. The incumbent communicates with stakeholders, defines business requirements, considers technology options, recommends and implements optimal database development work, performs testing, debugging and fixes, migrates data to new or improved database applications, and provides maintenance, support and training to the Client-Partners.


Define, design and develop systems architecture specifications and parameters for hardware and software capabilities
Define scope and nature of work, and gather user needs information and business requirements
Perform testing and find solutions to existing or potential problems (e.g. debugging)


Carry out maintenance, including migrating data to new or improved databases
Provide support and training to the Client-Partners
Other duties as assigned

Development and Leadership

Provide functional advice and guidance to employees and the Client-Partners

Working Conditions

Typical office environment with occasional travel
Skills & Qualifications :
General and Specific Knowledge

Software and web development and enterprise relational database design as well as the related life cycles
Computer science
Web technologies including .NET MVC, CSS, HTML5, AJAX, Java, and JavaScript
ESRI Geographic Information Systems (GIS) software and tools

Formal Education and/or Certification(s) and Experience

Minimum: college diploma in computer science with six years’ relevant experience, or the equivalent
Preferred: university degree in computer science or software engineering and/or additional training in software development, process analysis, project management or business analysis


Develop applications using Java or .NET technologies, develop and maintain enterprise relational databases, and design websites and web mapping services.
Implementing, configure and maintain Microsoft SQL Server, ArcSDE databases, ArcGIS Online, and enterprise GIS.
